Emergency Project Manager: WASH and S/NFI
Location: Addis Ababa, Oromia, with frequent travel to
intervention areas
Contract type: Ten months with possibility of
extension
Summary of the
position:
The position holder
reports to the CO-technical advisor and responsible for planning,
management, monitoring, technically oversight & support WASH and ESNFI
projects, and coaching, mentoring building the capacity of WASH and ESNFI
staffs and local government stakeholders for Oromia Emergency Response entire
the region.
The Emergency WASH and
Shelter Manager shall be responsible for following the anticipated crisis,
conduct quick assessments overseeing and proving technical support for WASH and
Shelter Officers and involve on different emergency assessments, joint missions
and monitoring. The Emergency WASH and Shelter Manager will ensure quality and
effectiveness of WASH and ESNFI distribution project responses in the
intervention woredas. The position also requires proper Comprehensive
technical skill, supportive supervision and resource mobilization,
coordination with regional authorities and WASH and Es/NFI clusters and
reporting periodically to supervisor.
Specific Roles and
Responsibilities:
Technical support and
Capacity building
·
Conduct needs
assessments, project reviews, and post-project impact assessments as needed,
·
Actively participate
in preparation of CN, proposals, especially technical description like design,
BoQ specially for WASH and ESNFI, and budget development jointly with the
emergency project team.
·
Oversee the
distribution of emergency shelter, non-food items (NFIs), and essential WASH
supplies to affected populations.
·
Produce detail
implementation for the WASH and ESNFI projects in the intervention
Woredas.
·
Ensure that WASH and
Shelter projects are implemented in a timely and professional manner, according
to goal, objectives, and indicators and in line with ZOA, government and donor
requirements.
·
Conduct regular
monitoring and technical field visits to project sites that might include short
time deployments.
·
Prepare/Review and
share the WASH and ESNFI activity, Spending and procurement plan and follow up
for their delivery timely.
·
Ensure that the
emergency WASH and ESNFI activities are carried out in accordance with the
Sphere Minimum Standards and Humanitarian Charter in disaster response,
Clusters standards and ZOA objectives/values.
·
Organize and conduct
trainings and workshops for WASH and ESNFI staff;
·
Coaching, identifying
capacity gaps mentoring and recommending appropriate capacity building training
for WASH & ESNFI staff.
·
Support and capacitate
the field teams on assessments, BCC/IEC message developing, WASHEM and hygiene
promotions.
·
Knowledge of
beneficiaries targeting such as registration, verification, validation and data
protection
·
Assess the condition
of existing WASH facilities and develop rehabilitation or construction plans as
needed.
·
Supervise the
construction, rehabilitation, and maintenance of WASH facilities, ensuring
quality and sustainability.
·
Ensure that Promote
proper hygiene practices and sanitation through community awareness campaigns.
·
Ensure adequate water
supply quality through appropriate management and house hold water treatment
systems.
·
Develop and implement
cash transfer programs in coordination with relevant teams and guidelines.
·
Ensure the timely and
accurate distribution of cash transfers, adhering to relevant cluster
guidelines.
·
Monitor cash transfer
utilization and impact through regular assessments.
·
Lead the registration,
verification, and validation processes for beneficiaries in coordination with
targeting committee.
·
Maintain accurate and
up-to-date beneficiary databases.
·
Develop and implement
systems for tracking and monitoring beneficiary needs and vulnerabilities.
·
Ensure that program
activities are inclusive and accessible to all, including people with
disabilities.
Representation and Coordination
·
Ensure assessments
are executed and from them integrated emergency response plans; implementation
and exit strategies are developed.
·
Maintain ongoing
surveillance of the developing humanitarian emergency situation and adjust
activities accordingly.
·
Ensure adequate
monitoring, reporting and acquittal of emergency WASH and Shelter activities
within the country, and the timely provision of situation reports and
fundraising material
·
Establish and maintain
constructive working relationships with other NGOs, UN agencies, host
government, bilateral and multilateral donors, and other principle
stakeholders.
·
Represent ZOA in
meetings with government officials, cluster members, donor representatives,
other NGOs, the UN etc. as required.
·
Work closely with WASH
and Shelter program Advisors to identify capacity building needs for WASH and
ESNFI team members and develop context appropriate initiatives for individuals
and teams using a variety of approaches.
·
Support technical
capacity building assessment, planning and initiatives of relevant external
stakeholders (LNGOs, Health, Water Resources, etc.)
Finance and Logistics support
·
Ensure the purchase
request of supplies initiated as per the project specifications.
·
Follow up the
procurement of project supplies timely with the logistics team and supervisor.
·
Coordinate the
development of all project implementation plans and budgets within the
framework of the agreed emergency response program and strategy.
·
Coordinate
mobilization of financial resources related to WASH and Shelter Program
Advisor.
Reporting
lesson learning:
·
Provide timely trip
reports to CO-WASH and Shelter Advisor and Program quality team.
·
Ensure and coordinates
timely production of monthly progress reports by WASH and ESNFI staff based on
qualitative and quantitative indicators of project status;
·
Provide input as
required to complete donor reports.
·
Collect, review and
submit monthly cluster reports, particularly WASH and S/NFI on Activity
info.
·
Ensure proper
documentation of WASH & ESNFI activities, data and experiences
at field level.
·
Periodically, update
and ensure that progress in accordance with the plan.
·
Other duties as
assigned by the supervisor;
About You
Requirements
·
University degree/Msc
in Water Resource Engineering, Environmental health/public health,
Hydraulic or other related fields.
·
4 + years’ experience
in WASH and S/NFI, preferably in a humanitarian setting (displacement peoples,
rural development, or emergency response) for first degree
·
3 years validated
experience for post graduate.
·
At least 2 years
managerial level experience.
·
Good command of both
spoken and written English, Afan Oromo and Amharic is a must.
·
Experience of
Emergency WASH and S/NFI preferable
·
Experience of data
analysis software (Arc GIS and SPSS) is an asset
·
Experience of
Engineering Software (Watercad, Epanet and Auto CAD etc)
·
Project management
experience.
