The HALO Trust in Ethiopia
HALO is registered in Ethiopia since 2021, and is now actively looking to establish mine action operations in the Afar Region. To do so, HALO is looking to recruit a qualified and dynamic Office Manager responsible for the overall administration of HALO's soon-to-be-opened office in Afar.
Role Summary
The Multitask Team (MTT) Leader supports the Supervisor in the execution of Non-Technical Survey and Explosive Ordnance Disposal operations in the field. This field-based role requires strong teamwork, communication, and initiative. The Team Leader acts as the second in command within the Multitask Team, supporting the Supervisor in ensuring that operations are conducted safely, ethically, and in accordance with HALO’s Standard Operating Procedures (SOPs), Ethiopia National Mine Action Standards (ENMAS), and International Mine Action Standards (IMAS).
In addition to supporting core survey functions, the Team Leader helps maintain team discipline, assists with data collection quality control, and serves as acting lead in the Supervisor's absence. This role requires a proactive individual capable of working in remote and potentially hazardous environments.
Job Responsibilities
Leadership:

- Monitor team welfare and alert the Supervisor to any personnel or operational issues
- Lead the team in the Supervisor’s absence, ensuring adherence to SOPs
Operational Planning and Security Awareness
- Participate in pre-deployment briefings and ensure all team members understand their roles
- Support the Supervisor in engaging with local authorities and community leaders
- Assist in journey and CASEVAC (Casualty Evacuation) planning when required
- Maintain high situational awareness and report safety or security concerns immediately
Survey and Data Collection
- Conduct interviews with community members under Supervisor guidance
- Ensure complete, clear, and ethical data collection, including representation from women, children, and people with disabilities
- Use tools such as GPS and mapping instruments correctly during fieldwork
- Assist in drawing hazard maps and reviewing survey data before submission
Logistics and Equipment Support
- Check and prepare survey equipment and supplies before field deployment
- Report issues with logistics, transport, or equipment to the Supervisor
- Assist with inventory and maintenance of team gear
Communication and Reporting
- Report all broken and faulty equipment to the supervisor who will then report to the radio room.
- Report any incidents, near misses, or concerns promptly to the Supervisor
- Support the supervisor with the preparation and production of accurate reports

Is line manager for: Medic and Driver
Works in partnership with : IM/GIS Officer, Office Manager, Logistics Assistant and Medical Assistant
Location: Roving, field based in Afar region, working on a cycle-basis of approximately 3 weeks in the field, 1 week off.

Role Summary
The Multitask Team Supervisor holds full responsibility for the planning, coordination, and execution of Non-Technical Survey and Explosive Ordnance Disposal operations in the field. This is a roving, field-based role, operating in deployment cycles with scheduled stand-downs for rest and recovery. The Supervisor leads a dedicated team of four members, ensuring all activities are conducted safely, ethically, and in line with HALO’s Standard Operating Procedures (SOPs), Ethiopia National Mine Standards (ENMAS), and International Mine Action Standards (IMAS). He/She is responsible for all aspects of safety, efficient operations, administration, and discipline within the team.
In addition to core survey responsibilities, the role requires flexibility to support Explosive Ordnance Disposal (EOD) callouts in coordination with other International Operators and regional institutions as needed. This position is central to HALO’s efforts to reduce the threat of explosive hazards and improve the safety and security of conflict-affected communities.
Job Responsibilities

Planning and Coordination:
- Based on the deployment plan, conduct desktop assessment about conflict history and by investigating satellite imagery of the area in question in different periods.
- Liaise with the village and security heads of the villages/settlements to be surveyed and let them know when you’re coming to the village.
- Get as much information as possible about the current security situation and how/where to access the village/settlement to be surveyed.
- Fill Journey Management plan and get authorization from the Operations Manager
- Make CASEVAC plan, with routes and assigned hospital clearly stated and get approval from the Operations Manager
- Assign tasks and ensure all team members understand their role before during and after the deployment
- Ensure all relevant regional permissions are received
Safety and Security
- Ensure all team members strictly follow safety protocols in line with HALO’s Non-Technical Survey SOP
- Prioritize staff safety above all else. Never take unnecessary risks that could endanger the team
- Maintain situational awareness, especially in areas affected by active conflict or prone to natural hazards.
Data Collection
- Ensure the reliability and integrity of data collected by following HALO’s Non-technical Survey SOP which aligns with the ENMAS and IMAS
- Ensure to get access to all sources of information including women, girls, boys, men and disabled persons.
- Analyse and triangulate information to make sure the quality of the data you are collecting.
- Document direct and indirect evidence with as much details as possible.
- Ensure HALO’s survey123 forms are filled properly and with accordance of HALO’S Non-technical survey SOPs.
- Ensure GPS, Prismatic Compass and Laser Range finder are correctly utilized during mapping of the hazardous area.
- Ensure the hand drawn map of the hazardous area has all the surrounding features of the area, this includes valleys, lakes, mountains, roads, trench lines, etc.
- Maintain organized professional records of all survey activities.
Explosives Ordnance Callouts
- Supervisors will get a task order through the radio room in Samara Office, where they may be required to travel to anywhere in the region that the need be.
- Within EOD qualification limits, dispose mines & UXO found during tasks. Strictly adhere to the EOD SOPs.
- Ensure the safety of all your team, civilians and visitors.
- Follow the work plan provided by HQ. If any changes or additions are made, they must be approved by HQ.
- Maintain and keep account of all explosives.
- Ensure all kit EOD kit is kept to a high standard, through undertaking a kit maintenance check once a week.
- At the end of task, the supervisor will be required to fill EOD Call out report through survey123 form and submit it to the main system.
Medical
- Ensure that the ICP (medic) trained staff maintain the teams’ medical kits and keep these ready for use as per HALO’s medical SOPs.
- In the event of an accident provide direction for ICP trained staff, ensuring details are recorded and reported immediately, and ICP staff appropriately treat any casualties.
- Conduct regular CASEVAC practices as directed by the medic.
- Take part in regular ICP refresher training.
Quality Control
- Review and verify the quality of the NTS reports before submission through Survey123.
- If any data is unclear or incomplete, follow up to gather additional information to ensure the report meets the highest standards of accuracy.
Reporting
- Produce and submit comprehensive NTS reports through Survey123 mobile data collection.
- Produce and submit EOD call out and demolitions reports.
- Assist GIS officer in preparing completion handover reports.
- Ensure to report to the radio room three times a day – Start of work, lunch time and at the end of work.
- Report any issues encountered to the radio room daily.
- Report any accident/incident and near misses to the radio room.
- Report the team’s location at the end of every day.

Job3. Intermediate Care Provider (ICP)

Role Summary
The ICP (Intermediate Care Provider, or the “the medic”) is responsible for providing emergency medical coverage to HALO’s field operations (demining, community liaison, road-traffic accidents, explosive ordnance disposal, etc.). In the event of an accident, the ICP treats the casualty and ensures proper treatment during evacuation in accordance with the medical standard operating procedures (SOP). This includes administering first aid, stabilizing, and monitoring the casualty during transport to a hospital. Casualties may include those injured in mine accidents, road accidents, or other work-related incidents.
The ICP is also responsible for the care and maintenance of all the medical equipment, including the MTK (Major Trauma Kit) and the MIK (Minor Injury Kit). The ICP must maintain high standards of hygiene, discipline, and obedience while in the field, setting an example for other team members. They must also adhere to and comply with HALO policies and programme SOPs.
Job Responsibilities
- Medical response in the event of an accident or incident, this includes stabilizing and monitoring casualty from the point of an accident to the hospital.
- Maintaining and ensuring both Major Trauma Kit (MTK) and Minor Injury Kit (MIK) are functional and have all the content checked.
- Ensuring all usage of both kits MTK and MIK are recorded to the logbook.
- Ensuring that team members have adequate rest and water.
- Ensuring the general hygiene standards, such as cooking, latrines, clean drinking water, and prevention of malaria and other diseases.
- Ensuring that Kits are filled with the correct quantity on deployment days and returning the kit to the Medical Assistant on recovery day.
- Conduct regular CASEVAC (Casualty Evacuation) practices as directed by the Medical Assistant or the Operations Officer/Manager.
- Responsible for any other tasks assigned by the team leader, supervisor or senior staff.
Training
A full Intermediate Care Provider course will be provided and only those who succeed the final assessment will be hired as ICPs
