Job Title: Senior MEAL Officer

Department: MEAL

Location: Country Office; Addis Ababa

Job Type: Full Time

Reporting to: Monitoring, Evaluation and Learning (MEAL) Manager

Main Purpose:

The Senior MEAL officer will assist the MEAL Manager in overall management and output of the MEAL unit through support to individual projects, platforms and assist in demonstrating progress against strategic objectives at the Country level and wide range of donors. analysis of data as well as documentation of services provided to the children is essential to measure the impact of Hope for Justice’s work in the life of vulnerable children we serve.

MEAL minimum standards

  • Support Regional MEAL Officers to implement MEAL minimum standards across the portfolio.
  • Design appropriate tools and methodologies for assessing project outcomes.
  • Assists the development and/ or updating of monitoring and evaluation plans, guidelines, tools and systems for use by Hope for Justice
  • Develop work plans according to project and donor needs.
  • Undertake regular data quality checks and Assessments
  • Conduct an analysis to track progress against the outcomes across grants and programs quarterly, biannually and annually
  • Assist the MEAL manager in ensuring HfJ Ethiopia’s database is well designed, electronically maintained, accessible to relevant staff, and compliant with data protection policies and laws.
  • Compile outcome and impact data for donors’ reports in a timely and accurate manner and analyze to track progress against Donor RFs
  • Coordinate training, mentorship, and technical assistance support to the project staff and partners, in the use of the MEAL system and accurate data collection, analysis, and reporting.

Evidence and learning

  • Assists in designing and overseeing baseline, midterm and final evaluation studies of projects.
  • Lead the review of gathered data, interpreting findings and providing analyses in written reports across each project and award.
  • Conduct regular studies and exploration on the time series data collected in the HfJ database to shed light on project results and to aid decision-making.
  • Write good quality analyses and research reports that can be published.
  • Keep up to date with developments in MEAL, including best practice examples within the country and internationally, and ensure continuing professional development and learning.
  • Oversee and check data collection process through repeated measure questioned baseline and end term assessments, FGD and KIIs and review data on monthly basis
  • Support project and bid development, by highlighting existing evidence around good practice, by providing information on our own interventions and learning, and by supporting the development of theories of change, logical frameworks, etc.

Reporting

Play the lead role in ensuring donors and government reporting is prepared in a timely and accurate manner, and addresses performance against targets and deliverables agreed.

Provide regular project and programme updates in suitable formats and respond to specific requests for projects and programmes data.

General

  • Act as a primary contact person in the absence of the MEAL manager

  • Represent the organization in different review meetings, workshops and network meetings
  • Travel to HfJ’s field operation as and when required

About You

Experience and Education

Education

  • First level university degree in Statistics or other Social Science-related fields
  • MEAL DPro or equivalent qualification is desirable

Experience

  • Understanding of and experience in the field of modern slavery and human trafficking is desirable
  • At least relevant 5 years’ experience working in Monitoring, Evaluation, Accountability and Learning
  • Experience working with vulnerable children and families

Main Purpose: To support the day today activity of the organization & social workers in reunification and reintegration follow up

Department: Human Resources

Main Duties

  • Uphold and work within hope for justice policies and procedures including equal opportunities, Health and Safety and Children and Vulnerable Adult Protection Policies
  • Drive the vehicle safely ensuring compliance with the road safety and traffic rules in Ethiopia
  • When assigned on reintegration Support social workers during reunification, reintegration and follow up process as required.
  • Comply with hope for justice motor vehicle policy
  • Ensure safety of children and staff during travel to and from rural communities during reunification, Keeping the road safety regulations all the times.
  • Be punctual and be at least 15 minutes to the designated time and place.
  • reintegration and follow up and any other assigned travel with staff members
  • Ensure the vehicle is maintained accordingly to the manual instructions
  • Ensure maintenance service is arranged on a timely basis and as scheduled in collaboration with the immediate line manager
  • Maintain strict confidentiality on all conversations and information heard during transport assignments.
  • Maintain awareness of current road systems and conditions by monitoring news and traffic reports, adjusting routes as necessary to avoid delays.
  • Maintaining vehicle safe, roadworthy and clean.
  • Assist clients with loading and unloading their luggage.
  • Ensure documentation is completed accurately and on time
  • Support social workers during reunification, reintegration and follow up process a required
  • Receiving the vehicle with its accessories by hand over documents and signs handover formats for receipt of vehicle with its accessories
  • Should be attentive and available on immediate call basis at any time including weekends
  • He/she might be required to convey and get packages, drop, and pick up clothing, and buy lunch for Directors, managers and other senior guests on solicitation.
  • Providing driving services to the managers, staff members, visitors and guest as needed
  • Maintain records of logbook for all journeys undertaken, fuel consumption, repair costs and ensures the logbook is available for inspection at any time
  • Permit hope for justice to check driving license on annual basis
  • Daily checking prior to engine starting; on level of engine oil, radiator and windshield spray water and adequate etc.
  • Ensure the spare tyre is inflated and secured in the vehicle before each journey
  • Check on weekly basis for: level of brake and clutch oil, battery water and the if the pressure of tires is at the proper levels, and also ensures that all lights and indicators are working properly
  • Recognize electrical or mechanical faults in the vehicles and reports to the immediate supervisor to arrange to take it to a mechanic or electrician
  • Must keep the cleanliness of the vehicle at all times
  • The driver is responsible for ensuring that the vehicle provided is in good condition and that legal documents are up to date and in order
  • Inspect and record the condition of the vehicle daily; prepare a weekly maintenance checklist
  • Ensure that all occupants (including driver) of the vehicle are wearing safety belts
  • Ensure that always the assigned HFJ vehicle is equipped with the correct tools and equipment (emergency kit, functioning jack and handle, fire extinguisher, tool kit, warning triangle, a spare wheel with a properly inflated tyre and an approved first aid kit)
  • Make sure vehicles are covered with the appropriate insurance policies, and follow-up on periodical vehicle repair and ensure that vehicles are technically fit to provide the intended services,
  • Reconcile fuel usage with the actual KM travelled and facilitate for fuel replenishment,
  • Submit accident reports to the immediate supervisor and submit the approved incident report to insurance companies & management for incidents involving.
  • Assist in training and event facilitation.
  • Ability and willingness to perform tasks assigned by the immediate superior as required.
  • Ability and willingness to carrying out the work orders given by the immediate superior as necessary when the car is not available due to maintenance.
  • Other duties as assigned by immediate supervisor

About You

Experience & Education

  • Completion of High school
  • Valid Ethiopian Driver’s License 3rd Grade and above have held it over 2 years
  • Motor vehicle maintenance /Auto mechanic/ certificate is an advantage
  • Trained in Safety, Security and a ‘first Aid’ course certificate
  • 5 plus years of experience as a driver including driving a 4WD vehicle in rural communities in all conditions and at least 3years of work experience in International NGOs with clean driving record.
