DevOps Expert
1. Background
In Dec 2023, the Government of Ethiopia and
the World Bank Group signed the financial agreement for the Ethiopia Digital ID
Project. Digital ID is a USD 350 million, five-year initiative (2023-2029). The
Ethiopia Digital ID for Inclusion and Services Project (P179040) will support
the Government of Ethiopia (GoE) to roll out Fayda, an inclusive and trusted
digital foundational ID system, and other digital public infrastructure. The
Project will improve access to and delivery of public and private sector
services and economic opportunities, especially for the most vulnerable, and to
boost national resilience.
The project pursues a holistic and
multi-sectoral approach to digital development towards building a safe digital
economy through five components. Component 2 focuses on Establishing Scalable
and Secure Fayda ICT infrastructure, which includes software and biometric
technologies.
2. Objective
NIDP has developed a digital identification
platform named Fayda based on the Modular Open-Source Identification Platform
(MOSIP). The project is ongoing and scaling up its operations. As part of
expanding the existing technical capabilities, the NIDP is seeking an
experienced Senior DevOps Expert to lead the effort at NIDP to build a holistic
DevOps culture utilizing associated tools, technologies, and processes.
3. Main Responsibilities
- Overall, the Senior DevOps Expert will lead and assist
the NIDP technical team enhance the currently ongoing efforts toward a
comprehensive DevOps-based technical environment and organization.
- Specific responsibilities for the Senior DevOps Expert
will include, but are not limited to, the following activities:
- Study the current team organization process
implementation and devise progressive stages to a fully transformed
DevOps-based working culture.
- Define NIDP’s baseline (current state) in practicing
the DevOps culture including process characteristics and their nature.
- Plan and organize the team structure, activities, and
involvement in project management activities.
- Set up tools and required infrastructure to automate
the deployment, management, and scalability of applications in container
management platforms especially in Docker and Kubernetes
- Build repeatable technical methods to review, verify,
validate, and deploy the software code developed in the project.
- Lead the effort establishing the culture towards
continuous improvement and build continuous integration, continuous
development, and constant deployment pipeline (CI/CD Pipeline)
- Support teams manage code changes, track development
progress, and make the software development process more efficient using
Source control tools Git, GitLab, and Bitbucket
- Review the ongoing processes and practices for product
development against adherence to standards and updating or creating new
processes for improvement and minimizing the wastage and overheads.
- Encourage and build automated processes wherever
possible.
- Identify and introduce refined processes for
non-functional areas such as cyber security and quality assurance.
- Review the current process and environment for team
coordination and communication within the team and external stakeholders.
- Select and deploy appropriate online and offline
approaches as well as tools and technologies for a CI/CD pipeline.
- Build capabilities for concerned technical team members
to strive for continuous improvement and build continuous integration,
continuous development, and constant deployment pipeline (CI/CD Pipeline)
- Mentor and guide the team leads toward the planned
changes along the DevOps culture.
- Deliver periodic reporting on the progress to NIDP’s
management team..
4. Qualifications Requirements
- The ideal candidate for the role of Senior DevOps
Expert will bring the following competencies and skills:
- Bachelor’s Degree in a relevant technical discipline,
including Computer Science, Computer Engineering, and Systems Engineering.
- Over 15 years of extensive experience in the IT industry,
with a dedicated focus of more than 10 years on cloud architecture and
DevOps methodologies.
- Demonstrated proficiency in architecting, designing,
deploying, and maintaining large-scale production systems across Private,
Public, and Hybrid cloud environments.
- Successful contribution to various biometric-based
identification projects, including biometric device management
(registration and authentication).
- Experience as a lead or DevOps-related role in the
development, integration, and implementation of an Identification platform
based on MOSIP or a similar platform.
- A strong working experience in Agile Project and
Program Management Methodologies and experience with relevant tools such
as Atlassian Jira and Confluence.
- 4+ Years of proven work experience as a DevOps Engineer
or similar software engineering role
- Proficiency in container frameworks like Docker and
Kubernetes
- A solid understanding and experience with CI/CD tools
like git, Jenkins, GitlabCI, GitOpts, CodeDeploy, CodeBuild, CodePipeline,
- Hands-on experience with configuration management and
on-premises infrastructure provisioning using automation tools such as
Terraform, Ansible, Chef, and Puppet.
- Experience with container orchestration and cluster
management tools such as Kubernetes, docker swarm, rancher, etc.
- Awareness of critical concepts in DevOps and Agile
principles with experience working as a Scrum Master
- Experience with Docker, Microservices, and container
deployment and service orchestration
- Practical experience in security best practices such as
encryption, certificates, hashing, and key management.
- Expertise in the following tools and technologies:
- Databases: Proficient in MSSQL, MySQL, and MongoDB.
- Cache Servers: Experienced with Redis, Hazelcast, and

- VPN Solutions: Experienced in implementing OpenVPN,
IPSEC, and Wireguard for secure network communications.
- Container Orchestration: Proficient in Rancher and
Kubernetes for efficient management of containerized applications.
- Scripting: Skilled in Shell scripting, PHP, Python,
Ansible, and Playbooks for automation and orchestration tasks.
- Monitoring & Alerting: Experienced in setting up
and managing monitoring solutions such as Grafana, Prometheus, ELK stack
(Elasticsearch, Logstash, Kibana), and AWS CloudWatch for proactive system
monitoring and alerting.
5. Duration of Consultancy
- The Senior DevOps Expert will be recruited for an
initial period of one year, renewable on the first anniversary subject to
performance and organizational needs. This is a full-time position based
in Addis Ababa, Ethiopia.

Position 2: Senior
System Analyst
3. Main Responsibilities
- Overall, the Senior System Analyst will lead and assist
the NIDP Product Management and Engineering team enhance the currently
ongoing efforts towards a formal, well organized, and documented system (product)
definition and modeling that serves as a basis for the current product
development and service provisioning process as well as a baseline for
future needs.
- Specific responsibilities for the Senior System Analyst
will include, but are not limited to, the following activities:
- Develop and/or gather requirements and identify areas
for improvement in the specific product/service module
- Coordinate efforts to develop and maintain
applications/databases by evaluating existing needs and analyzing requirements
for the development of software systems
- Determine proper installation parameters for software
and hardware to ensure smooth integration and transition
- Work closely with the engineering team to analyze,
review, and alter programs to increase operational efficiency and to adopt
new requirements
- Design flowcharts, diagrams, and logical steps for
coding to be processed by the software development team
- Evaluate user requests and modify existing reports or
create new ones
- Develop and implement data collection systems and other

Position 3: MOSIP
Platform Architect
2. Objective
NIDP has developed a digital identification
platform named Fayda based on the Modular Open Source Identification Platform
(MOSIP). The project is ongoing and scaling up its operations. As part of
expanding the existing technical capabilities, the NIDP is seeking an
experienced MOSIP Platform Architect for hands-on work on the tools and
technologies used as building blocks for the IDMS including core service
modules and their customizations. This includes the biometric solutions
(hardware and software) at both the client side and server (backend) side.
3. Main Responsibilities
- Overall, the Platform Architect will lead and assist
the NIDP technical team working on different parts of the platform for
developing and integrating efficient components and maintaining a reliable
platform. The Platform Architect will also take responsibility that the
three key quality requirements of the platform (performance, accuracy, and
scalability) should be consistently adhered to by all existing and new
developments. All shared back-end (server side) service components and
modules that, are already developed and planned, should follow the
existing MicroServices Architectural Model followed by container-based
implementation targeting a Kubernetes-based run-time orchestration
platform. Accordingly, this role is expected to take the front line in the
design and implementation stages of shared services of the platform
including their APIs. Leading the practical work during the preparation of
a repeatable model and process for integration with external (relying
party) systems as well as solutions delivered by 3rd party solution
providers including ABIS.
- Specific responsibilities for the Platform Architect
will include, but are not limited to, the following activities:
- Review existing customizations and design documents
linked to the Fayda IDMS platform against best practices and assist in
making the improvements.
- Based on selected alternative implementation for
planned modules (updates), assist the technical team while developing
corresponding components and solutions
- Lead the realization/implementation of approved design
improvements on different core subsystems of the Fayda platform (such as
the Registration Processor, ID Authentication, Key Management, and
Data-sharing Infrastructure). This includes making optimizations on the
underlying open-source technologies such as Kubernetes, Kafka, ActiveMQ,
WebSub hub, and PostgreSQL.
- Assist the effort of developing and implementing better
alternatives to technologies utilized for tasks outside the main functions
such as Messaging, Access control, Auditing, and Printing
- Mentor and equip the senior technical staff on the best
practices for the development of efficient and sustainable modules and
usable products while adhering to the fundamental design principles of
MOSIP (Fayda).
- Practically assist (hands-on) the NIDP technical team
in maintaining a stable transition to the MOSIP LTS (V1.2) version of the
platform. This includes making progressive improvements until the system
becomes satisfactorily stable.
- Lead and implement the effort to make Fayda-based
third-party system authentication (such as “Sign in with Fayda”).
- Develop optimal approaches and tools (solutions) that
simplify complexity during integration such as a reference implementation
as a lesson for multiple relying parties.
- Assist the technical team to ensure that the time run
configuration of modules both on the Kubernetes cluster (eg: # of
replicas) and outside of it in terms of proportional instance and cluster
composition and distribution.
- Provide Code Review on the modules developed and
different teams provided feedback on improvements.
- Provide hands-on support on the process of establishing
a scalable and sustainable ID Authentication subsystem that responds to
requests on a near real-time basis.
- To address and realize different scenarios for
integration, the Platform Architect will develop/customize integration
APIs that can address important variations among registration and
authentication partners.
- Implement approved design improvements on the current
partner management module considering all partners other than Relying
Parties (such as Authentication Service Providers)
- Directly follow up on the technical team’s day-to-day
work and ensure that all technology teams (including the database team)
develop seamlessly aligned products through a proper change management
process.
- Review and update the technical design documentation of
key platform components and their composition towards a harmonized and
sustainable solution.
- Ensure the utilization of provided infrastructure from
multiple Data Centers and a Local Cloud for better performance and
availability of different services of Fayda
- Work closely with the SI, the ABIS Provider as well as
client-side biometric technology providers to maintain a stable end-to-end
platform while entertaining variations from different vendors.
4. Qualifications Requirements
- The ideal candidate for the role of Platform Architect
will bring the following competencies and skills:
- Bachelor’s Degree in a relevant technical discipline,
including Computer Science, Computer Engineering, and Systems Engineering.
- At least 15 years of comprehensive experience in the
Software Industry, specializing in Java technology, coupled with 12+ years
of focused expertise in Information & Data Security.
- Possess 4 years of hands-on experience in designing and
developing multiple core components within MOSIP and supporting country
implementation teams.
- Successful contribution to various biometric-based
identification projects, including biometric device management (registration
and authentication).
- Experience as lead on the development, integration, and
implementation of an Identification platform based on MOSIP or a similar
platform.
- A strong working experience in Agile Project and
Program Management Methodologies and experience with relevant tools such
as Atlassian Jira and Confluence.
- Demonstrated knowledge of integrating a central
identification platform with more than one type of Biometric Kit and
multiple ABIS technologies

Position 4: Senior
Software Architect
2. Objective
NIDP has developed a digital identification
platform named Fayda based on the Modular Open-Source Identification Platform
(MOSIP). The project is ongoing and scaling up its operations. As part of
expanding the existing technical capabilities, the NIDP is looking for an
experienced Senior Software Architect to focus on technologies and solutions
that are used to construct the MOSIP (Fayda) platform including each module at
the back end as well as front-facing applications.
3. Main Responsibilities
Overall, the Senior Software Architect will
lead the software development and integration teams as well as guide all
integration efforts to establish functional interfaces with internal subsystems
and external (partner) systems. Accordingly, this role is expected to take the
front line on all development and integration issues and challenges. A critical
and timely understanding of interface specifications and implementations as
well as the proper utilization approaches to biometric technologies is
expected. The role requires identifying, validating, and implementing the best
sustainable integration options for the core identification platform. External
systems include databases such as civil registries as well as those belonging
to various sectors, including health, education, financial services, and tax
systems.
Specific responsibilities for the Senior
Software Architect will include, but are not limited to, the following
activities:
1) Lead the Transition Process to the New
Version of the IDMS platform (MOSIP 1.2 – LTS):
- Review existing customizations and design documents
linked to the NID program.
- Evaluate alternative implementation for planned modules
(updates) and guide in selecting the best alternative (approach and
tools).
- Suggest and Design Improvements on different core
subsystems of the platform (such as the Registration Processor, ID Authentication,
Key Management, and Data-sharing Infrastructure)
- Explore better alternatives to technologies utilized
for tasks outside the main functions such as Messaging, Access control,
Auditing, and Printing)
- Consult on the proper ways of incorporating best practices
into the working components by consulting the technical team as well as
third-party technical partners.
- Guide technical decisions and consult on the
preparation and maintenance of the technological methods and steps that
optimize the use of limited infrastructure resources.
- Based on the Roadmap of the project guide and lead the
steps in which updates to existing platform components (such as
Registration Processor, Data Sharing Services, and Client Side Biometric
Tools) as well as upcoming full-fledged modules relevant to the ID
Authentication.
- Technically Assist and guide the NIDP technology team
in maintaining a smooth and stable transition to the MOSIP LTS (V1.2)
version of the platform.
2) Ensure and Maintain a Sustainable Mechanism
for Systems Integration for the Long Term
- As there are different scenarios for integration, the
Senior Software Architect shall review current integration APIs and devise
variant solutions that can address important differences among partners.
- Propose design improvements on the current partner
management module considering all partners other than Relying Parties
(such as Authentication Service Providers)
- Directly follow up on the technical team’s day-to-day
work and ensure that all technology teams (including the database team)
develop seamlessly aligned work for smooth management of changes and
updates.
- Mentor development teams, identifying strengths, and
problem areas, and developing training/coaching plans for improving
capacity and performance
- Regularly evaluate and make technical risk assessments
on implemented tools and technologies and advise on appropriate mitigation
approaches.
- Supervise the technical design documentation process
for correctness and timeliness.
- Prepare technical specifications for credential wallets
based on the Fayda ID

- 6+ years of dedicated involvement in designing and
developing various modules within MOSIP (Modular Open Source
Identification Platform), and served as the lead architect across multiple
modules in MOSIP
- Leading experience in the development, integration, and
implementation of an Identification platform based on MOSIP.
- Familiarity and working experience with Agile Project
and Program Management Methodologies and experience with relevant tools

- Defect Trackers: Experienced in JIRA, Bugtracker, and
GitHub.
- Others: Familiar with XML, JSON, SQL, UML, Draw.io,
Mermaid. live, and Stoplight.io.
5. Duration of Consultancy
- The Senior Software Architect will be recruited for an
initial period of one year, renewable on the first anniversary subject to
performance and organizational needs. This is a full-time position based
in Addis Ababa, Ethiopia. Even though in-person presence is necessary,
partial remote work can be possible based on negotiations.
6. Remuneration
- Attractive/Negotiable and depends on qualification and
experience of the candidate.
7. Reporting
- The individual consultant will be directly reporting to
the Technical Director of the NIDP.
8. Selection Method
- The selection method is based on para 7.36 and 7.37 of
the World Bank’s Procurement Regulation.
- The attention of interested individual is drawn to
Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s
“Procurement Regulations for IPF Borrowers” July 2016 (“Procurement
Regulations”) revised November 2017, August 2018, September 2023, setting
forth the World Bank’s policy on conflict of interest
- An individual will be selected in accordance with the
Selection of Individual Consultant (Section V) method set out in the
Procurement Regulations.
