Administration and Finance Officer
The Administration and Finance Officer would report to the Program Manager of Pure Earth with additional functional reporting lines to Program Director-East Africa, finance team at our partner organization and Pure Earth HQ.
Position Overview
The Administration and Finance Officer will be responsible for management and compliance of all operational, procurement, administration, and financial aspects of the organisation, in close coordination with the Program Director –East Africa and the Program Manager, Ethiopia, ensuring all deliverables are on time and of high quality.
Position Responsibilities:
The Administration and Finance Officer will be responsible for the following:
Finance
• Work closely with partner organization finance teams and the Program Manager and the Program Director-East Africa to monitor the performance of the activities and payroll spending in the country against approved country, region, and funder-specific budgets through variance analysis to identify adverse trends and report on current status and forecast spending.
• Summarize current financial status by collecting information, preparing balance sheet, profit and loss statement and other reports
• Verify, allocate, post and reconcile transactions
• Prepare, submit, and follow-up on expense reports
• Prepare financial statements and produce budget reports according to schedule
• Calculate withholding taxes, employee and employer required deductions, and organizational fees
• Ensure prompt payment of employee salaries and vendor invoices
• Prepare books/ records for audit and support auditor’s work
• Comply with all local, state, and federal accounting and financial regulations, as well as Pure Earth financial policies and directives
• Manage payroll system and any relevant staff benefits
• Support budget preparation for annual budgeting process and grant applications
• Advise on cost reduction procedures for purchases / financial transactions
• Manage expenses and expense reports
• Keeping all organizational accounting systems up to date.
Operations
• Assist with development and implementation of the country’s administrative and operational direction and strategy in all aspects related to operations (administration/finance, logistics, supply chain, and HR).
• Assist with promoting efficiency by implementing improved operational procedures.
• Assist with procurement of items needed for daily operations in an efficient and timely manner.
• Coordinate activities throughout the organization to ensure efficiency and maintain compliance with organizational policies
• Train staff on guidelines and organizational policies and oversee their implementation
• Maintain employee files including contracts, performance evaluations, and correspondence
• Keep track of employee vacation and sick leave if applicable
• Take minutes at meetings and note follow-up items are assigned to appropriate staff
• Track and replace office supplies as necessary to avoid shortages
• Welcome and direct office visitors or meeting attendees
• Respond to inquiries from visitors to the office
• Ensuring the office is safe, comfortable, and habitable for office work.
• Manage catering for staff and visitors during meetings.
• Make travel and logistics arrangements for staff within the region
• Assist with the daily running of the office, including filing, receiving/posting mail, responding to emails, and answering the phone
• Perform other administrative and programmatic support duties as tasked.
- A first level university degree or equivalent professional experience.
- Fluency in English is required, and other local languages is a plus
- Strong written and verbal communications skills
- Minimum 3 – 5 years of relevant work experience in the finance and operations
- Good knowledge of basic accounting procedures, reporting standards, and generally accepted accounting principles. Financial certification desired.
- Experience with accounting for nonprofits – creating financial statements for grant-funded projects, preparing funder-specific reports, general ledger functions, the month-end/year-end close process, and annual audits
- Aptitude for numbers and quantitative skills
- Experience in travel coordination and event planning – booking hotels and air travel, visa applications, venue negotiations, catering, transport, and audio-visual equipment rentals for large meetings
- Ability to work independently and within a team environment
Program Director – East Africa
Position Overview
The Administration and Finance Officer will be responsible for management and compliance of all operational, procurement, administration, and financial aspects of the organisation, in close coordination with the Program Director –East Africa and the Program Manager, Ethiopia, ensuring all deliverables are on time and of high quality.
POSITION RESPONSIBILITIES
Strategy, Program Quality and Growth
- Develop and implement a Country Strategy that contextualizes and aligns with Pure Earth’s global strategy.
- Remain well-informed about national and regional issues affecting Pure Earth, its programs and partners.
- Drive program quality and increase impact through consistent use of: rigorous assessment, design, and proposal development and review processes; comprehensive monitoring & evaluation, accountability and learning systems; staff development investments; and partner organization capacity strengthening.
- Cultivate strong relationships with existing and potential partners and donors. Position Pure Earth as a partner of choice for major international donors and government.
- Identify opportunities for appropriate expansion and growth of programs in partnership with the HQ team
- Pursue new funding including in-country funding and programming opportunities, in close collaboration with the HQ team
Team Leadership & Development
- Lead the staff by maintaining open and professional relations with colleagues, promoting a strong team spirit and providing guidance, oversight and resources to enable staff to perform successfully.
- Along with the HQ team, support country team members to be well positioned as effective partners, recognized by colleagues, management and partners as trusted, reliable and active participants in achieving strategic goals and organizational objectives.
- Support and mentor team members to undertake effective, efficient and compliant implementation of high-quality programs. Provide feedback to staff to encourage optimal performance.
- Oversee comprehensive onboarding for new staff, consultants and contractors.
- Assess professional development and capacity building needs among staff, and provide relevant training opportunities.
- Ensure employment agreements, contracts, timesheets, payment records and tax filings are properly kept, fully supported, updated and maintained, and readily available for audit.
- Ensure that all personnel practices, contracts, taxes, compensation, registrations, etc. are in accordance with local laws and Pure Earth policies.
- Coach, train, supervise and mentor staff, including communicating clear expectations, setting quarterly performance objectives, providing regular and timely positive and constructive performance feedback, and undertaking performance reviews.
Financial, Operational & Risk Management
- Oversee country program finances to ensure overall fiscal transparency and financial health, including: accurate budgets, expenditures to budget and in compliance with procurement policy and procedures; coordination with headquarters financial systems management; and financial reporting that is accurate, timely, and in accordance with generally accepted accounting practices.
- Partner with the HQ Program Team to actively monitoring projects to ensure they are on track with deliverables and targets, on time, and on budget without overspending or underspending and that they fully meet goals as committed in project documents.
- Support the HQ Program Team in early identification and diagnosis of off-track projects and actively determining feasible strategies to correct them.
- Ensure all donor contractual terms and conditions are fulfilled in line with Pure Earth’s policies and procedures.
- Work with the Regional Program Director to ensure that all project modifications, adjustments, or no-cost extensions are fully justified and appropriately communicated and agreed by donors.
- Assist the HQ Financial Department in the coordination of and response to financial reports and audits.
- Develop and strengthen robust operations practices based on Pure Earth global policies, local conditions, and Pure Earth’s legal status locally.
- Identify areas of risk and drive compliance with Pure Earth, donor and local government regulations and requirements.
- Ensure appropriate safety and security procedures and awareness are maintained throughout the country program, particularly regarding lead exposure and safe use of equipment.
Representation, Influence and Partnership
- Develop and carry out strategies that result in strong representation with government officials, bilateral/multilateral institutions and in NGO networks to build the Pure Earth brand and reputation as a reliable partner in the delivery of programs and as a key voice in the toxic pollution and environmental health space.
- Develop and maintain regular contact with the in-country representatives of relevant donors and partners in order to secure funding for the country program.
- Initiate and sustain strong partnerships with local organizations.
- Raise the profile of the work of Pure Earth and its partners through engagement with diverse forms of media, working closely with the HQ and Regional teams.
- Participate in drafting peer-reviewed papers and articles and funding proposals.
- At least 10/15 years of progressively responsible work experience, including leadership at the national level.
- A university degree in a relevant discipline is required.
- Demonstrated successful team leadership and management experience. Receptive and collaborative leadership approach that contributes to a positive team environment, builds and maintains strong relationships with people from all backgrounds, genders, and viewpoints.
- Proven leadership delivering appropriate levels of oversight of a portfolio consisting of a variety of donor-funded projects, with extensive experience in strategic planning, resource mobilization, proposal development, management, supervision, and budgeting in a multi-project and multi-donor environment.
- Experience building personal networks at a senior level, resulting in securing new opportunities for the organization.
- Extensive representation and fundraising success, including prior experience with European, US and international donors.
- Evidence of understanding the challenges of donor and grant/contract management and the implications for program management.
- Proven ability to negotiate and work with local partner organizations. Experience with organizational capacity strengthening and partnership building.

Program Manager
Position Responsibilities:
Program Management:
- Support the strategic direction and execution of initiatives related to lead pollution assessment and mitigation.
- Develop and oversee work plans and timelines to meet project milestones, including budget oversight, resource allocation, partner engagement, and staff management
- Engage with government agencies to promote regulatory solutions and support the development of local and national policies focused on toxic metal management.
- Engage with Industry Experts in cosmetics, cookware, battery recycling, and other related industries about lead contamination, assessment, and prevention.
- Participate in supply chains analyses of potential toxic metal exposure, identifying regulatory gaps and improvement opportunities.
- Work with partners to review existing and develop new policies and regulations to address toxic pollution.
- Work with technical experts to implement source analysis studies, response plans, and exposure mitigation activities
Program Planning:
- Work closely with the Program Director-East Africa and partners to prepare and develop a high-quality country program and work plan appropriate for the local context, complementary to government & donor development plans and in line with the organization’s overall vision and mission.
- Ensure that the organization continues to develop and strengthen programs based on analysis of the local country context.
- Work with the communication team to coordinate in-country marketing and promotion of the organization and program.
- Work closely with the technical partners and staff locally and at Headquarters to coordinate the implementation of project activities in the field.
Monitoring and Evaluation (M&E):
- Lead the implementation of M&E frameworks to monitor and respond to program effectiveness and progress, adjusting activities based on data analysis to improve project outcomes.
- Lead data collection efforts on lead exposure and sources, ensuring findings inform project implementation and stakeholder education.
- Promote a culture of learning and adaptation within the team through data-driven insights.
- Collaborate with teams for accurate and timely reporting to donors and stakeholders.
Stakeholder Engagement and Partner Relationship Management:
- Cultivate and build strong relationships with stakeholders, including government agencies, and local/national/regional organizations.
- Engage with industry representatives, community organizations, and the public to align efforts and share insights on lead exposure assessment, pollution mitigation, monitoring, and prevention.
- Collaborate with academic institutions for knowledge-sharing, research, and evidence-based program design and implementation.
- Advocate for policy reforms and enhancements to regulatory frameworks concerning lead exposure monitoring, response, and prevention.
- Facilitate workshops to engage and educate communities and other stakeholders
- Bachelor’s degree in Environmental Science, Public Health, or a related field; a master’s degree is preferred.
- 5-7 years of experience in managing Environmental/Health programs, particularly in lead (Pb) pollution and poisoning management or handling.
- Strong understanding of regulatory issues related to environmental health and toxic substance management.
- Solid research skills, with experience in field work, data collection, analysis, and interpretation.
- Excellent interpersonal and communication skills, with experience in team building, management and capacity building.
- Capable of developing evidence-based solutions to complex environmental health challenges.
- Fluent in English; knowledge of local languages is advantageous.
