HEALTH OFFICER
I JOB SUMMARY
The position holder shall be in charge of
quality implementation and delivery of the mobile health and Nutrition services
in the assigned woreda. S/He will mainly be responsible for the planning and
daily implementation of medical consultation and treatment, management of SAM
cases, outreach EPI, health education, sanitation, Maternal and child health
services as per the nationally approved mobile health and nutrition service
guideline. She/He will also be responsible in organizing and leading mobile
health and nutrition team for the daily implementation of mobile health and
Nutrition services package as per the standard, supporting health facilities
designated to implement integrated mobile health & Nutrition service and
the daily dispensary and drug supply management. She/He will also be
responsible to coordinate the day-to-day documentation of children and
adults treated, people receiving health education, vaccinated children,
screened children and mothers, children admitted to OTP, and all services provided
accordingly and compile weekly and monthly reports and share to her/his
supervisor. She/he will also develop and maintain close working relationship
with Government officials responsible for implementation of mobile health and
nutrition services including identification of inaccessible sites, planning and
implementation of mobile health and nutrition services proactive identification
challenges and proposition solutions.
II RESPONSIBILITIES AND TASKS
Job Responsibility #1 Program Implementation
Training and Technical Support:
- Provide basic health and nutrition services including
Medical consultation and treatment, community integrated management of
neonatal and childhood illness (IMNCI)/integrated community case
management (ICCM), safe motherhood, emergency services, referral, health
education, expanded program of immunization (EPI) as per the nationally
approved mobile health and nutrition service guideline;
- Organize the overall planning, implementation and
monitoring of mobile Health and nutrition activities in the assigned
woreda;
- Coordinate and facilitate implementation of mobile
health and Nutrition activities, including site selection and preparation
weekly outreach plan;
- Facilitate availability of essential drugs,
supplies and therapeutic products for the team and the selected health
service delivery sites;
- Facilitate training, closely work with Ministry of
Health/Regional Health Bureau staff at Health posts, Health center
and district level hospitals;
- Organize daily, weekly and monthly over view and
reports of common cause of morbidity, mortality, EPI, health education and
consultations through using mobile Health and nutrition service standards;
- Facilitate and Ensure referral system and linkage between
services and with the health facilities;
- Adherence to medical and nutritional treatment
protocols and procedures for children and infants at primary health care
level;
- Provide onsite training to HEWs and nurses.
- Ensure Job aids are available in Health posts (HEW
quick reference, Look up table, report format, tally sheet, Plumpnut and
drug stock control balance form);
- Mentor and assist HEWs in taking decision
over patients who are at severe risks and need to be
transferred to nearby hospital;
- Participate in capacity building trainings, health
education sessions and SBCC activities;
- Follow up absentees/defaulters and keep current record
of both beneficiaries and facilitate defaulter tracing activites;
- Provide technical and logistic assistance and motivate
the government counterparts as needed to promote the provision of mobile
health and nutrition service to inaccessible site/ kebeles;
- Work closely with health centre staff, and woreda
health office staff in identification of inaccessible sites and implementation
of essential health services through mobile team approach;
- Maintain up-to-date data related to outreach essential
health service/mobile health and nutrition service and ensure analysis and
interpretation of this data for improvement.
- Facilitate the requisition and proper utilization of
logistics; vehicles, medicaments nutrition commodities for outreach health
and nutrition services;
- Conduct rapid assessment and identify
capacity gaps among government line offices and organize need based trainings;

Job Responsibility #2 Planning and
Supervision:
- Be directly responsible for the technical guidance for
Midwifery and clinical nurse to provide standardized mobile health and
nutrition service services.
- Providing technical support for mobile health and
nutrition team and woreda government health staff on the provision
of comprehensive primary health care services and support the coordination
between the mobile health and nutrition service the static health and
nutrition services
- Lead and support the mobile health and nutrition team;
Midwifery nurses, and comprehensive nurses and other members of the team
in planning and implementation of local capacity building activities
- Provide formal and on job training and supportive
supervision for mobile health and nutrition team and government health
workers on the provision of Primary/Essential health care.

Learning:
- Collaborate with other team member for effective
integration between other services like Nutrition and health services;
- Collaborate with Local authorities and partners to
harmonize different efforts for better impact and sustainability;
- Works closely with communities, health facilities and
Woreda Health Office to promote the mobile health and nutrition services
to inaccessible sites and kebeles;
- Keeps update with development in the provision of
essential health service , including application and scale up of best
practice through and ensuring ongoing personal development and learning;
- Participates in the documentation and dissemination of
lessons learned in available forums;

A EDUCATION/TRAINING
Required:
- BSc in Public Health officer, Nursing or equivalent
combination of education and work experience.
B EXPERIENCE:
Required:
- 3- years of experience in Public Health or in Community
Health Work particularly primary health care service in hard-to-reach
sites, mobile communities;
C TECHNICAL SKILLS:
Required:
- Knowledge and skill in organizing mobile health and
nutrition team and implementation of essential health service at primary
health care level
- Language proficiency in written and spoken English;
- Computer literacy in MS-Word, Excel;
- Interpersonal communication and report writing skills;
- Firm belief in teamwork, gender equality, sensitivity

health and nutrition service through mobile approach;

CMAM NURSE
II RESPONSIBILITIES AND TASKS:
Job Responsibility #1 Technical Support
and facilitate community action planning and targeting
- Support and facilitates emergency nutrition
program participants in the identification and prioritization of project
beneficiaries as per the national protocol
- Facilitates community meetings and community action
plan (CAP) preparation and ensure that the participation of each community
groups in problem identification, planning, implementation, monitoring and
evaluation of TFP
- Ensures CARE’s key program principles of
accountability, empowerment, non discrimination are followed in community
analysis and action plans;
- Facilitates based community-based nutrition assessment
and analysis and targeting along with Community Nutrition Volunteers
(CNVs), Health development armies and responsible body from the Kebele’s;
- Supports and facilitates the development of action plan
for their respective OTP/SC sites;
- Supports and facilitates the development of action plan
for their respective OTP/SC sites
- Assesses health, nutrition, hygiene and sanitation
related problems;
- Review the plan with the partners and representatives
of the community and including her/his supervisor at kebele level;
- Prepares final action plan by breaking down in to
quarters and months and submit it to her/his supervisor and make sure the
same is done at health facilities with OTP/SC.

Job Responsibility #2: Facilitate
implementation of project activities and monitoring
- Support and facilitate the establishment of new OTP/SC
sites and strengthen the existing OTP/SC sites.
- Supports community mobilization of beneficiaries along
with CNVs, and Health development armies;
- Facilities, organizes, and builds skill and knowledge
of care takers on appropriate feeding practices, basic hygiene and
sanitation
- Ensures that activity implementation is informed by
CARE’s core rights-based approaches and principles, gender equity, and
community level advocacy in particular;
- Provides technical and organizational assistance to
CNVs, Health Development armies, kebele, and village representatives
and community members;
- Supports regular capacity assessment activities
conducted for health institutions;
- Holds demonstration and awareness creation sessions on
health, nutrition, hygiene and sanitation in OTP/SC sites, and
supplementary food distribution
- Arranges/facilitates cross visits and conducts capacity
building on site trainings for Health Extension Workers (HEWs), nurses,
Health development Armies, and CNVs;
- Builds capacity of CNVs, Health Development Armies and
committees, undertakes participatory monitoring of project implementation
works, and records lessons learned and reports to her/his supervisor.

Job Responsibility #3: Strengthen
partnership, institutional linkages and working relationship
- Selects CNVs, and other volunteers from the
community together with with relevant government stake holders/partners
and arranges training for them along with the CMAM supervisor ;
- Represents CARE at woreda and kebele (s) level as
a member of the health task force ;
- Strongly works to make the plan of the project to be
part of the plan for the kebeles
- Closely works with primary health care facilities;
health posts, health centers CNVs and communities at kebele and
village level to ensure adequate linkages are established.

Learning
- Support quality recording and documentation of
nutrition data in OTP/SC sites
- Prepares weekly, monthly and quarterly reports and
submit it to her/his supervisor
- Supports and facilitates community involvement in
annual innovation and knowledge fairs
- Collects basic information, best practices, case
studies, and lessons and report to her/his supervisor
- Conduct malnutrition causal mapping and arrange
outreach sessions in identified kebeles or villages.

making with his/her supervisor

II. Responsibilities
- Support the project staff in reviews meeting,
reporting, manual preparation trainings and other project-initiated
workshops
- Prepare ToRs for project initiated trainings, meetings
and provide event report after these events.
